Taiwan Premier Jiang Yi-Hammond said yesterday that it is unconstitutional for the Executive Yuan to announce the construction of the fourth nuclear power plant without asking agreement of Legislative Yuan first stop.
According to reports in the local Chiang's speech at a recent Yuan meeting noting that every possible decisions on cessation of the building of Nuke 4 further discussion by members of the Executive Yuan would require has led to questions as to whether the Executive Yuan looks set to an announcement to stop construction of Nuke 4.
"The Executive Yuan can not directly announce a cessation of the construction of Nuke 4 as it will completely mix up the border between implementation and legislation," said Chiang.
Chiang stressed that the Cabinet will not consider right to stop the building of Nuke 4 violates.
According to Chiang, when the then ruling Democratic Progressive Party (DPP) construction of Nuke 4 ceased in 2000, explained the Judicial Yuan interpretation that it is unconstitutional and the construction was resumed after four butterflies and.

Renewable energy is rising
Chiang said yesterday that the Government wants to use renewable energy to more than 9 percent increase in 10 years.
According to Chiang, as Taiwan became a non-nuclear country now, it would dramatically reduce the time to develop stable, safe and renewable energy and entrepreneurs fear about the reliability of power supply and energy price fluctuations.
"Even if renewable energy covers, however, 9 percent of the energy consumption of the nation within 10 years," Chiang said, "it can still not of the 18 percent of current three nuclear energy power plant, set to be fired, in 2025, offer."
Nuke 4 can be stopped with the Legislative Yuan approval: Su
DPP Chairman Su Tseng-chang said yesterday that with the approval of the Legislative Yuan not to stop unconstitutional is construction of Nuke 4 according to the judicial interpretation of the Yuan. President Ma said recently that judicial Yuan interpretation no. 520 mention that it is to stop the building of Nuke 4 unconstitutional.
Su, however, said that the same judicial Yuan interpretation also stated that, as long as the Executive Yuan proposes to stop the building of Nuke 4 and agree in the Legislative Yuan, the construction of Nuke 4 without violating constitutional law may be discontinued.
